Addressing the Three Major Concerns of Neighbors at Ridgewater: A Path to Improved Community Standards

At Ridgewater, we are dedicated to creating a welcoming and well-maintained community for all residents. However, three significant complaints have emerged that threaten our quality of life and property values:

  1. Neighbors Not Keeping Their Yard Up to Community-Wide Standards
  2. Neighbors’ Homes and Vinyl Fences with Dirt Buildup, Grime, and Mildew
  3. Neighbors’ Dogs Not on Leash & Leaving Dog Poop on the Ground

These issues not only detract from the aesthetic appeal of our neighborhood but also contribute to a decline in property values. When homes and common areas are not maintained to the standards expected in our community, it can lead to dissatisfaction among residents and even prompt some to sell their homes and leave. This trend is concerning, as it undermines the sense of community we strive to cultivate and can lead to a downward spiral in property values.

The Importance of Resolution

Addressing these complaints is crucial for several reasons:

  • Quality of Life: A well-maintained neighborhood enhances the overall living experience for all residents. Clean, attractive yards and common areas contribute to a sense of pride and belonging within the community. When properties are neglected, or when pet waste is left unattended, it can lead to feelings of frustration and disappointment among neighbors.
  • Property Values: The condition of homes, yards, and common areas directly impacts property values. Potential buyers are often deterred by poorly maintained properties and unsanitary conditions, which can lead to decreased demand and lower sale prices. By ensuring that all homes and common areas meet community standards, we can protect and potentially increase our property values.
  • Community Cohesion: When residents take pride in their homes and surroundings, it fosters a stronger sense of community. Conversely, neglect and unsanitary conditions can lead to divisions and dissatisfaction among neighbors. By addressing these complaints, we can promote a more unified and engaged community.

Board’s Commitment to Action

To tackle these issues head-on, the Board will take decisive action in accordance with the relevant articles of the CC&R and ARC:

For Yard Maintenance and Dirt Buildup: Article 5 of the CC&R and Article 2 of the ARC empower the Association to intervene when a homeowner fails to maintain their property in line with community standards. If a homeowner does not properly maintain their yard or allows dirt buildup, grime, and mildew to accumulate, the Association can step in to perform the necessary maintenance and charge the costs to the homeowner’s account.

For Pet Management: Article 10 of the CC&R and Article 8 of the ARC outline the responsibilities of pet owners within our community:

(a) Pets must be leashed and restrained when outside of fenced areas in the community.

(b) Pet owners are responsible for cleaning up any waste their pets produce in common areas or on private property within Ridgewater.

(c) The Board of Directors has the right to exclude or remove certain animals or breeds that are deemed unreasonable annoyances, nuisances, or threats to the community after providing a Notice of Opportunity for Hearing.

Next Steps:

  • Communication: The Board will communicate the importance of maintaining community standards to all residents, emphasizing how these standards benefit everyone.
  • Inspection and Monitoring: Regular inspections will be conducted to identify properties that do not meet the established standards and to ensure compliance with pet regulations. This proactive approach will help address issues before they escalate.
  • Enforcement: For properties that continue to fall short of community standards, the Board will take action as outlined in the CC&R and ARC. Homeowners will be notified of any violations and given a reasonable timeframe to rectify the situation before the Association intervenes.
  • Support and Resources: The Board will provide resources and support to homeowners who may need assistance in maintaining their properties, including recommendations for local landscaping services or cleaning companies.

By taking these steps, we aim to restore the beauty and integrity of Ridgewater, ensuring it remains a desirable place to live for current and future residents. Together, we can enhance our community and protect our property values for years to come.
